CAPE TOWN PORT PRECINCT PLANS

PRDW was appointed by Transnet National Ports Authority (TNPA) to provide detailed planning for the port by developing an updated master plan. The master plan included detailed precinct plans inclusive of demand forecasts, cargo capacity and handling constraints, port infrastructure, land use in the port, road, rail, and pipeline access, as well as other bulk services.

The project comprised of two major streams: the precinct plan development, and a detailed assessment of the port’s assets which fed into a broader status quo assessment.

A GIS model was developed which contained all the port asset information. The model streamlined and collated data from multiple sources to enable better data visualization and decision making. The geographical position, condition, asset information, remaining useful life, book value and history were are captured. Ultimately the model and use guidelines were delivered to the port, along with asset management guidance, to enable streamlined asset management in the future.

The Precinct Planning followed conventional port planning methods with a deep dive on bulk service condition, capacity and future requirements. Several of the primary tasks included:

  • Identification of the land uses and leases within each precinct
  • Identification of the specific characteristics and constraints for each precinct. A SWOT analysis was performed with emphasis on how the strengths can be enhanced and weaknesses mitigated
  • Evaluated the infrastructure requirements for implementing the precinct plans and providing budgetary projections
  • Assessed the nature, extent, and current asset condition and performance
  • Terminal operator capacity assessments
  • Determined the future demand
  • Planned maintenance and life cycle management
  • Proposed replacements, improvements, and upgrades to infrastructure including cost estimates
  • Provided proposals to improve asset management
  • Provided development guidelines that allow for sound decision-making on land use management
  • Formulated a strategy for achieving the objectives for each area
